The realization of the socialist rural construction policy and the regional development policy of the Workers' Party of Korea will bring about a big leap forward in the rejuvenation of the rural areas.
The aim of the modernization and civilization the Workers' Party of Korea desires does not simply lie in improving the life environment of the regional people including agricultural workers and making great progress a stage further in the level of their elementary material life.

The main objective of the regional modernization and civilization desired by the WPK is, first of all, to make the agricultural forces progressive keeping up with the urban people and assimilate them to the working class. In other words, it is to bring about a radical turn in the ideological spirit and the levels of culture and skills of agricultural workers in a revolutionary and civilized way, thus getting them fully ready so that they can fulfill their duty as the main force in the development of the socialist rural areas in the new era.
And it can be realized only when all the agricultural workers become patriotic farmers and revolutionaries of the rural areas upholding faithfully the party's idea of the socialist rural construction as well as revolutionized and Juche-oriented communists by means of reforming their ideological consciousness.
Furthermore, they have to be masters in charge of scientific farming who take advantage of their scientific and technological knowledge and do farm work in accordance with science and technology and prepare to be true men who impersonate the socialist civilization and build up noble character.
To this end, we should encourage the agricultural workers to cultivate their collective spirit and struggle for the promotion of rural areas having a new insight filled with confidence and optimism by making first and foremost efforts to ideological remoulding and elevation of political consciousness. We should enhance the level of technological knowledge and cultural consciousness of the agricultural workers and advance the work of establishing a revolutionary, sound and civilized way of life in rural areas thus, preparing all agricultural workers to be intellectual workers and spreading the culture of the capital, the culture of the working class, the model culture of the era to the countryside ceaselessly.
The another objective is to achieve the success of the technological revolution rapidly in order to bring about rapid development in agricultural productive forces.
It means that we should consolidate agricultural scientific and technological forces and accelerate the rural technical revolution which lead to the implementation of industrializing, modernizing and scientizing the agriculture on a high level.
In order to develop the socialist rural areas and promote them at an early date, all the agricultural workers must be trained to be patriotic peasants, rural revolutionaries and workers possessed of modern technology and we should industrialize, modernize and scientize the agricultural work and develop the agricultural productive forces to a high level.
And only when we apply the achievements of technical revolution to the agricultural production on a large scale, we can develop the agricultural productive forces rapidly.
Moreover, by pushing ahead vigorously with the agricultural technological revolution, we should further complete as well as consolidate the accomplishments that have been already made in the adjustment and reinforcement of irrigation system and introduce mechanization into agriculture on a comprehensive scale.
More important, we should provide the rural areas with effective agrochemicals and different kinds of fertilizers needed for the growth of crops including nitrogenous, phosphatic and potassic fertilizer to the fullest extent and send them modern electrical equipment and machines thus improving their production activities and cultured living standard.
Today all Korean people have a desire to build a country which is developing by means of scientific technology on the steadfast basis of political ideology and creating advanced civilization.
The modernization and civilization of the rural areas the WPK desires is in accord with the party's policy to build up all cities and counties and our people's desire and for this reason, it is bound to realize it successfully without fail.
All our Korean people, upholding the wise leadership of the WPK, will innovate our own areas and countryside on our own and bring a successful result of overall prosperity independently.
