The Noble Outlook on Posterity Reflected in the Laws in the History of Juche Education

All the devoted efforts of the peerlessly great men for the strengthening and development of the DPRK, a genuine people's country serving the people and the rising generations, are reflected in the laws written in the history of Juche education.

Chairman Kim Jong Il said.

"Our country, which was very backward in the past owing to the long-standing feudal fetters and the colonial rule by the Japanese imperialists, is now exalting its fame across the world as a socialist country advanced in all the fields of politics, the economy and culture. This is an outcome of the leadership of Comrade Kim Il Sung, who has attached importance to education and directed great efforts to the education of the rising generation from the days immediately after liberation."

As a result of the Japanese imperialists' vicious colonial enslavement education policy, there was no university in Korea after liberation, but only a few secondary schools.

Thus, the majority of children were unable to attend school, and the number of illiterate adults reached millions.

With deep insight into the significance of education in the struggle for building a new society, President Kim Il Sung not only advanced and brilliantly applied the original idea and theory on education but also made sure that laws for its implementation were adopted to provide the most popular and democratic socialist educational system.

The promulgation of the Law on Nationalization of Important Industries in August, 1946 was of great significance in the struggle to abolish the reactionary old educational institutions that had served the colonial enslavement education of the Japanese imperialists for a long time and establish a new type of popular educational institution under the control of the people's power.

With the promulgation of this law, the successes made in the struggle to turn the educational institutions of the Japanese imperialists and their stooges into the property of the state and people were firmly fixed by law.

The promulgation of the historic "Law on Implementing the universal compulsory primary education system" at the Fourth Session of the First Supreme People's Assembly of the DPRK in September 1949 and the successful enforcement of the universal compulsory primary education system from August 1956 provided the DPRK with a more solid democratic education system and gave full play to its advantages and vitality and laid a foundation for steadily developing the compulsory education system as required by socialist construction.

In October 1958, the Law "On Enforcing the Universal Compulsory Secondary Education System and Preparing for Implementing the Technical Compulsory Education System" was adopted at the Fourth Session of the Second Supreme People's Assembly of the DPRK and the universal compulsory secondary education system by free education was enforced in all parts of the country from November 1, 1958 so that the socialist educational system could be further consolidated and developed in line with the requirements of the era and the people's desire for the education of their children could be realized better and the law on enforcing the universal 9-year compulsory technical education was adopted at the Sixth Session of the Third Supreme People's Assembly of the DPRK in November 1966 to provide the youth and children with free general education and basic technical education for nine years including the educational system of four years of primary school and five years of secondary school, thus opening the way to train them to be fully developed people with rich common knowledge and basic knowledge of modern science and technology and to be capable builders of a new society.

The promulgation of the law "On Enforcing the universal 10-year compulsory education and one-year pre-school compulsory education" at the Second Session of the Fifth Supreme People's Assembly of the DPRK in April 1973 and the publication of the decision on comprehensively enforcing the universal 11-year compulsory education in all parts of the country from September 1 at the Fifth Session of the Fifth Supreme People's Assembly of the DPRK in April 1975 were another auspicious national historic event that realized the centuries-old desire of the Korean people for the education of their children on a higher level as a brilliant victory of the Juche-oriented educational idea of the President and a historic event that brought about a radical advance in the consolidation and development of the socialist educational system and the implementation of the cultural revolution.

Indeed, many laws written in the pages of history of Juche education warmly convey the ardent outlook on the rising generation and education of the President who wisely led the educational affairs of the country with the transparent view that the affairs for the rising generations could never be delayed no matter how tense the situation of the country and the burden of the state may be.

Under the wise guidance of the respected General Secretary who inherited the Juche-oriented idea on education of President Kim Il Sung and Chairman Kim Jong Il, a number of laws have been amended, supplemented and promulgated in the DPRK to actively promote the development of Juche-oriented education.

The law on enforcing universal 12-year compulsory education was promulgated at the 6th Session of the 12th Supreme People's Assembly of the DPRK in September, 2012 to demonstrate once again the true picture of the most advantageous socialist educational system and the "Law on Education of the Democratic People's Republic of Korea" and "Law on Higher Education of the Democratic People's Republic of Korea" were newly adopted so that the popular educational idea of the President on enforcing the most thoroughgoing free education on the principle that the state is fully responsible for education was consistently applied under a firm legal guarantee.

Thanks to the immortal exploits of the peerlessly great men who brightly indicated and wisely led the development of Juche-oriented education in every period and at every stage of the revolution with the noble outlook on the rising generation, the socialist educational system is solid and the future of our generation educated in it is rosy.
