There is an impressive story that the President promoted Choe Jae Ha who used to be an ordinary worker to the minister in charge of construction.
One day in October 1946, President
The President, who went on his on-the-spot guidande to factories and farms for the building of a new country, found himself in the power station.
That day he met Choe who was the then chairman of the Party cell and took his hands warmly, saying that he felt attracted by him. He added that he had big hands so that he must have worked hard and had been difficult for Japs to attack him, then asking him what he had done before and when he started working at the Suphung Power Station.
Hearing from an official that he organized an armed self-defence force after the country's liberation to defeat the moves by the ramnants of Japanese army and class enemies for defending the power station and formed the first Party cell at Suphung, he prasied him for his feats and warmly said that he should contribute a large share to building a new country with his hands and he was very happy to know him.
The President cared for his growth step by step and later on, promoted him to the manager of the power station and then the vice-minister of the Ministry of Electric Power.
One day in late December 1956, he called Choe to his office and said that he was very pleased to see him again. Then, he told him about the reason why he called him. It was to inform him of the decision that he was appointed to the minister of construction.
At that moment, Choe could not help being surprised. Because he was extremely strange to construction work, for he had worked in the field of electric power industry since young.
The President saw through his mind and soothed him, saying that he might hesitate as he would be in charge of construction work in such a condition that he had been working in the field of electric power industry, but it was not good for him to do so. He noted that Choe could possibly do it with his ability and he believed in his strong will and ardor as befitting the working class. Then he said with the greatest trust that he was the first working-class minister, so he would carry out the Party's policy of construction with credit.
Under the President's great love and trust, Choe was promoted to the minister of construction and made devoted efforts to firmly smash the moves by the anti-Party factionalists who slandered the Party's policy of prefabricated construction as "prematurity" and hindered its implementation in every way, thus contributing to creating the Pyongyang speed.
