A new history of socialist rural promotion is being unfolded in the DPRK.
In hearty response to the slogan "Towards a New Victory in Socialist Rural Construction!" set forth by the Workers' Party of Korea, a vigorous struggle is being waged to push ahead with the promotion of the countryside and thus raise the country's agriculture to a definite upswing stage and achieve rapid development in the Korean-style socialist countryside.
The new history of the socialist rural development that is being unfolded in the DPRK is in accordance with the goal of the socialist rural construction of the Workers' Party of Korea.

"By carrying out the tasks set out in the socialist rural theses, we should bring about a fresh turn in rural construction in the new century and ultimately solve the rural question."
The fourth plenary meeting of the eighth Central Committee of the Workers' Party of Korea thoroughly analyzed and evaluated the urgency and the revolutionary significance of solving the rural problem in the overall development of socialist construction and set forth the grand goals and tasks for radically transforming the rural areas of Korea to keep up with the era of the Workers' Party.
The goal of the socialist rural construction of the Workers' Party of Korea is to model the whole rural area on the Juche Idea and make it materially rich, that is, to train all the agricultural working people to be communists who are firmly armed with the Juche Idea and to bring about a radical transformation and change in agricultural production and rural construction as required by the Juche Idea to ultimately solve the rural problem.
The goal of the Workers' Party of Korea for rural construction reflects the lofty intention of the respected General Secretary to build the Korean-style countryside indicated by the Juche idea.
The Juche Idea is a great encyclopedia and an invincible weapon that gives scientific answers to the theoretical and practical problems arising in socialist rural construction as the guiding principle of the Korean revolution and construction.
The Workers' Party of Korea has defined it as the goal of socialist rural construction to model the whole country on the Juche Idea and make it materially rich, from the will and conviction that it also should be oriented towards the Korean style rural development based on the Juche Idea, not to imitate or follow others in developing the rural area.
The goal of the socialist rural construction of the Workers' Party of Korea also reflects the noble intention of the respected General Secretary to bring the rural areas of the country into an earthly paradise envied by the world, so that the agricultural workers who have devoted themselves for the prosperity and development of the socialist country coming through all the severe difficulties and building up the socialist country are the first ones to enter the communist society.
The Workers' Party of Korea has set forth the medium and long term strategies for rural development to achieve the goals of socialist rural construction and set the scientific stages and goals, and is waging a purposeful struggle in accordance with its annual plan. For the present, the central tasks are; to transform all agricultural workers into revolutionary agricultural workers who are in keeping with the era of the Workers' Party of Korea, to solve the food problem of the country completely and put the countryside on the track of sustainable development through a vigorous struggle, thus radically changing the living environment of the rural people. A vigorous struggle is now under way for implementing these tasks.
What are the tasks of achieving the goals of socialist rural construction set forth by the Workers' Party of Korea?
First, it is to step up the three revolutions of ideology, technology and culture in the rural areas.
To prepare all agricultural workers as rural revolutionaries by vigorously accelerating the three revolutions of ideology, technology and culture in the countryside is the most important task for realizing the goal of socialist rural construction.
Only when the three revolutions are conducted vigorously in the countryside can the agricultural workers be radically enlightened in political and ideological aspects as well as in technical knowledge and cultural life, thus developing them as the reliable performers of socialist rural construction.
We should conduct the ideological revolution among them to root out the outdated ideas from their minds and train them to be communists who are revolutionized and modeled on the Juche Idea. We should equip the agricultural workers firmly with the revolutionary ideas and policies of the Party and the fighting spirit of the agricultural heroes and the patriotic farmers produced in the years of the revolution. We should also educate them to feel in their hearts the greatness and gratitude of the Party, the state and the system, and to make the collectivism dominate the ideological awareness and life, while at the same time boosting class awareness and their enthusiasm for work.
The agricultural workers should be turned into intelligent workers by waging a dynamic technological revolution in the countryside.
Only when the technical revolution is vigorously carried out in the rural areas is it possible for the agricultural workers not only to be prepared politically, ideologically and culturally, but also to possess a high level of science and technology and fulfill their duty as the masters of the socialist rural areas, and to accelerate the rural development of the new era.
What is important here is to activate the training of agricultural science and technology and the dissemination of advanced farming techniques to broaden the knowledge of the agricultural workers and improve their technical skills in keeping with the requirements of making all the people well versed in science and technology. Besides, it is important to deploy a large number of graduates in the rural areas, to further increase the technical power of the farm by relying on their core role, and to thoroughly overcome the phenomena of neglecting science and technology in the rural areas resorting to their old experiences.
The rural cultural revolution should be dynamically waged to raise the level of cultural awareness of the agricultural workers and establish a revolutionary, sound and civilized way of life in the rural areas.
Agricultural workers should spruce up their hometowns and villages neatly, conduct mass cultural and artistic activities and sports activities vivaciously, and establish a noble and sound moral trait, so as to make our countryside overflowing with laughter, optimism and harmonious affection.
We should concentrate efforts on raising the level of education and medical services in the rural areas and encourage the rural cultural revolution by constantly spreading and expanding the culture of the capital city, the culture of the working class and the model culture of the times to the local and rural areas.
Second, it is to continuously increase the agricultural production of the country.
The Workers' Party of Korea put forth the sustainable growth of the country's agricultural production as an urgent important task at present in the struggle to realize the goal of socialist rural construction.
Upholding the agriculture-first principle, we should forcefully push ahead with the seed revolution, establish a scientific farming and method to cope with disastrous weather, and ensure the promptness, scientific accuracy and preciseness of agricultural weather forecasting.
We should restructure the country's grain production, vigorously promote rice and wheat farming and wage another intensive drive for soybean and potato farming. And continuous effort should be directed to reclaiming low-yielding fields into fertile land so that all farms, whether they are in lowlands or medium or mountainous areas, should increase per-hectare yield and produce of animal husbandry, fruit, vegetables and industrial crops should be increased so as to make the people's livelihood rich.
It is necessary to build up the scientific and technological capability of the agricultural sector and increase the state investment in it to decisively consolidate the material and technical foundations of the rural economy.
Keeping with the world trend of agricultural development, we should put agricultural production on a scientific, IT and intensive footing and enhance the unified, planned and scientific guidance in general so as to give full play to the advantages of the agricultural guidance system with the county agricultural management committee as its core.
Third, we should increase the state investment in the agricultural sector purposefully in any conditions and situations and establish a strict system and discipline by which the national economic and relevant institutions and organizations including the cabinet systematically increase the share of agricultural investment and ensure that equipment materials and funds needed are supplied as planned.
The irrigation, mechanization, chemicalization and electrification should be realized in agriculture.
The country's irrigation system should be readjusted and reinforced as a whole and further completed, a variety of fertilisers and pesticides such as nitrogenous, phosphorus and potassic fertilizers should be sufficiently supplied and more modern electric power equipment and machinery should be provided, so as to improve the conditions for work and cultural life. State efforts should be directed into cultivation of new land and tideland reclamation to continuously increase the square of arable land. The modern home-manufactured farming machines should cover all the fields of the country, unfolding a new landscape of the socialist countryside where agricultural workers work in high glee.
Fourth, the task is to radically change the appearance and environment of the countryside.
The Workers' Party of Korea set it as the most important task for realizing the goal of socialist rural construction.
Its policy is to turn all the rural villages across the country to the level of those in the Samjiyon City, rich and civilized socialist ideal villages in the near future.
We should actively encourage and expand the experiences accumulated in the construction of the Samjiyon City to change the living and cultural environment of all rural villages throughout the country; and, through this process, step up the construction of a civilized society. By thoroughly adhering to the Party's idea of architectural aesthetics on local construction, we should ensure the originality, modernity, cultural and political character in rural construction.
The goal of the socialist rural construction of the Workers' Party of Korea is grand and its prospects are bright.
