To conduct the political and ideological work in a precisely-targeted way means to start the ideological work wholly so as to deal with the vitals in a concentrated, continuous and on-target way, like a wedge driven in a birch to split. In other words, it doesn't mean the sudden political and ideological work to settle the imminent issues or the one to put the problems in hand to rights, but means to correctly decide the master key for the implementation of the immediate task set forth by the Party and carry out the political and ideological work purposefully and offensively.
The precisely-targeted method of ideological work to launch the ideological work all at once and concentrate on the vital part in a continuous and on-target way like a wedge driven in a birch to split is an effective method of ideological work to achieve the greatest success in the shortest time.
To concentrate on the target in ideological work means to fully mobilize agitprop forces and means to conduct the ideological work in a concentrated and mobile way, and to continue the ideological work means to carry out the ideological work uninterruptedly and improve it in a continuous way. On-target impact in ideological work means to decide the target of ideological work correctly in accordance with the people's readiness, special character and ideological trend and apply the suitable means and method to them.
The Party's policy of carrying out the political and ideological work in a precisely-targeted way is viable in the grand practical work of building a powerful socialist nation for its validity.
It can be seen only by the experience of the employers from Kaechon Area Coal-mining Complex that is increasing coal production every day in high spirits as they produced more than 4 000 tons of coal during the period of the 10th plenary meeting of the 8th Central Committee of the WPK. At that time, the officials there had consultative meetings on the spot simultaneously without rigid formality and pattern, with their faithful determination to report to the Party on their producing coal more. The meetings demonstrated the loyalty of the working class who would increase the production of coal during the period of the plenary meeting as they had delighted the Party by actively carrying out the movement to increase the coal production with the sense of socialist patriotism. As the workers' enthusiasm reached the climax, the complex put up more than 1 300 bulletin boards and 1 020 news bulletins at working faces in a day to establish the atmosphere of propaganda by means of visual aids, while all of the officials found themselves in their allotted units to conduct the political work among coal miners on the spot like those on the frontline. Besides, measures were taken to actively conduct various forms of political work such as welcoming on the way to work, agitation for increased production outside and inside working faces, as well as do-good-thing movements such as patriotic movement recording, one more shift and collecting lost coal. Kaechon Coal-mining Machine Factory, Coal-mining Design Institute and other supply units whetted their enthusiasm for assistance and more than 20 family workteams volunteered to help their husbands and enhanced miners' spirits. All the work at Kaechon Area Coal-mining Complex was the powerful political work to increase the miners' patriotic zeal. As a result, Jagang Provincial Supply Coal Mine and Pongchon Coal Mine produced more than 1 000 tons of coal and other coal mines achieved unprecedented successes.

In the course of work, there come out several taskes one after another, which are mutually related to be completed. Of them, there is one that is most pressing and the completion of it has a decisive effect on other tasks. It is the precisely-targeted method of work to direct all efforts into the task and complete it in a short time.
For the realization of this method, it is essential to choose the actually pressing and important target correctly and concentrate all efforts upon it in an offensive and lightening way.
Only when the actually keen and important target is choosed correctly, can forces and means be concentrated upon it effectively, thus being more profitable even in the same condition.
Along with this, all forces and means should be concentrated on it and offensive and blitz efforts be made for the quick result so that a breakthrough can be made to improve the whole work.
By doing this, the given task should be completed at lightening speed in a short period and successes be consolidated. Then, it is necessary to find out a new priority task and expand successes in a frequent and constant way.

Irrigation projects to transform the wild nature require a huge amount of labor, material and fund, so nobody thought that overall irrigation system could be completed in a few years. Such way of thinking would make it impossible for the country's irrigation system to be completed over ten years, which made it clear that the country's agriculture would never develop. The irrigation projects chosen as the top-priority task involving all the party and nation in 2023 were launched all at once across the fields of the country in a blitz way.
Under the guidance of the WPK, the commanding and promoting groups organized all over the country made every possible effort and joint operations were brisk between the KPA and people, so that the targets were creditably completed at the construction sites of irrigation and the dike building sites of medium and small streams and coasts in Pyongyang, north and south Hwanghae provinces, Nampho, North Hamgyong Province, north and south Phyongan provinces. Besides, the projects for desalinizing Kangryong Lake, the Chongchon River-Phyongnam irrigation Waterway and Hwangju-Kindung Waterway Project were successfully completed.
