The bright appearance of the children growing up with nothing to envy in the world under the special loving care of the Workers' Party of Korea, a great motherly party, is the inexhaustible strength giving great vigour and vitality to the socialist country and the driving force of advance promising a rosier future.

In his historic policy speech made at the Fifth Session of the 14th Supreme People's Assembly of the DPRK, he set forth the task of effectively conducting the work to implement the Party's new childcare policy, so as to increase milk production across the country, develop milk processing techniques and fully ensure the quality of dairy products.
In November 2021, he tasted the powdered milk produced on trial and pointed out one by one the shortcomings of the milk powder, saying that as it is for children, it should be made well without any minor shortcomings.
The Sixth Session of the 14th Supreme People's Assembly of the DPRK held in February 2022 adopted a new law on childcare, providing a legal guarantee for implementing the Party's childcare policy.
This new policy is designed to supply dairy products at state expense every day to well over one million children across the country from the seven-month-olds to six-year-olds. The enforcement of the policy was an important decision that could be made only by the respected General Secretary who regards it as happiness, not as pains, to bring up children even if it requires millions of days' work.
He calculated the number of children at nurseries and kindergartens across the country and the amount of milk needed daily, took a special measure to prepare powdered milk for children and gave meticulous guidance for implementing the childcare policy.
True to the noble intention of the General Secretary who cares for younger generations most, a nationwide and all-people struggle for thoroughly implementing the Party's policy was waged dynamically to make remarkable achievements.
The success is above all that the nationwide milk production capacity was steadily expanded, laying a foundation for ensuring an uninterrupted supply of dairy products everywhere.
In order to provide all children across the country with dairy products every day, it is important to decisively increase the production capacity of dairy products.
First of all, all the provinces, cities and counties across the country pushed ahead with the work to increase milk production.
In accordance with the precious instruction the General Secretary gave at the Third Plenary Meeting of the Eighth Central Committee of the WPK on improving the Party's childcare policy, Pyongyang Municipality worked out a plan to turn four farms in Kangdong County into a splendid general livestock farming base for supplying dairy products to the children in the capital city and into a model livestock farming base reflecting the Party's policy and powerfully pushed on with the work.
Labour, materials and many others were in short supply as the municipality had to carry out the construction of a comprehensive stockbreeding base requiring an enormous workload, while pressing on with lots of other construction projects.
Upon hearing a report about that, the General Secretary dispatched a powerful force which had been mobilized for the construction of the city of Samjiyon and took measures to supply a lot of funds and materials.
And he energetically guided on several occasions the work of building the village of the seat of the Songgum Livestock Farm and the general stockbreeding base into a model of socialist rural construction.
The municipality worked out a plan to positively introduce a goat breeding method combining indoor breeding and grazing in conformity with the natural and geographical conditions of the area where pasture is limited and buckled down to the work to build the general livestock farming base in a distinctive and effective way accordingly.
It finished the livestock farming base in a short span of time by fully displaying the spirit of implementing the Party's ideas unto death, a spirit of doing whatever the Party desires even by bringing flowers into bloom on a rock, however difficult the conditions might be, and the revolutionary spirit of self-reliance, a spirit of solving all problems by one's own efforts.
North Hamgyong Province set a goal of creating a model in Kim Chaek City and the provincial officials went to the spot to organize work scrupulously. And the city officials pushed ahead with the construction of the production process of dairy products while working to increase the number of cows and goats of good breed.
The city secured hundreds of goats of good breed and succeeded in starting the production of powdered milk more than a fortnight ahead of schedule of the province.
After the Party's childcare policy was set forth, it increased the number of goats and dairy cows and created tens of thousands of hectares of new pastures to have the capacity to increase milk production by itself.
South Hamgyong Province secured a large number of goats and cows for major livestock farming bases and introduced advanced breeding techniques to increase milk production.
Amid the dynamic efforts to lay a foundation for milk production, many farms rose up, equipped with facilities and equipment necessary for the breeding of cow and the production of milk.
In 2023 alone, the dairy branch farm of the Ungok Livestock Farm under the South Hwanghae Provincial Rural Economy Committee, the Huthan Dairy Farm of the Rural Economy Committee of South Phyongan Province, the Hyesan Dairy Farm of the Ryanggang Provincial Rural Economy Committee, the Songgum Livestock Farm of the Pyongyang Municipal Rural Economy Committee and the Hwangju Dairy Farm of the North Hwanghae Provincial Rural Economy Committee were completed and started milk production.
Since the enforcement of the Party's childcare policy, the number of dairy cows increased markedly throughout the country, many farms were built and renovated wonderfully and tens of thousands of hectares of pastures were newly built to increase the milk production capacity day by day.
Dynamic efforts were also made to fully ensure the quality and hygienic safety of dairy products in different parts of the country by developing milk processing technology.
Officials and researchers in the field of scientific research made spray-dry-type powdered milk production equipment and yogurt production equipment to send them to dairy production units, and developed lactobacillus powder for producing highly active yogurt necessary for milk processing, thus making a positive contribution to implementing the Party's childcare policy.
South Phyongan Province whose provincial, city and county seats are furnished with yogurt production facilities equipped even mountainous farms with them and took scrupulous measures to ensure the quality and hygienic safety of products to supply fresh dairy products to the provincial children on a regular basis.
The province paid special attention to fully ensuring their quality and hygienic safety.
No matter how much dairy products are made, they are useless if their quality and hygienic safety are not ensured, and if so, it will cause grave consequences on the implementation of the Party's childcare policy.
Starting from such a viewpoint, the province made a great deal of efforts to establish a strict system and order of supplying dairy products.
It also organized work scrupulously to fully ensure hygienic safety even in mid-summer by building hygienic passing rooms and installing air conditioners in product storage rooms at the dairy production units in all cities and counties including Anju City and Songchon County.
North Phyongan Province installed hundreds of modern powdered milk production facilities in different parts of the province and frequently organized the provincial powdered milk show and technical workshop to encourage emulation among cities and counties for improving the quality of dairy products.
South Hwanghae Province also set up nice hygienic passing rooms and product storage rooms in all dairy producers to fully ensure the hygienic safety of products.
The dairy producers and suppliers in all parts of the country were provided with all necessary conditions such as vehicles, cold-storage and other storage facilities and containers.
Like this, powdered milk production equipment was fully provided across the country and the construction of dairy products stores guaranteeing hygienic safety was pushed forward in full swing in hundreds of places, thereby stepping up the work to lay the production foundations for the regular supply of quality and fresh dairy products for children.
In South Phyongan and South Hamgyong provinces, new goat farms were built or renovated in cities and counties and the number of goats and dairy cows increased by tens of thousands more than previously in the course of consistently implementing the Party's childcare policy. And the production processes of dairy products were newly set up or remodelled to increase the dairy output 1.5 times as compared to previously.
Since the enforcement of the Party's new childcare policy, hundreds of tons of powdered milk have been supplied to well over one million children across the country every day. Tens of thousands of tons of dairy products have been consumed annually and hundreds of thousands of tons of such products have been supplied to children across the country for the past three years.
The next success is that a well-organized national supply system and order were thoroughly established to provide an institutional guarantee for implementing the Party's childcare policy.
Provinces, cities and counties and relevant units grasped the number of all children of nursery and kindergarten ages to confirm the amount of dairy products needed. And a well-regulated national system and order were established, whereby the situation of daily supply of dairy products is quickly and accurately synthesized, ranging from the lowest units related to their supply to the central leadership body.
The central commercial guidance organ, provincial, city and county people's committees and agricultural guidance organs and all units managing nurseries and kindergartens also carried out the work of supplying dairy products strictly as required by the standard.
In 2021, a dairy products supply guideline was drawn up and issued, specifying the detailed matters aimed at making relevant units and personnel be well aware of the hygienic requirements and methods to be followed in the transport, storage and supply of dairy products. It has been amended and supplemented several times since the Party's childcare policy was adopted.
According to the guideline, a supply card was issued for each of all the children of nursery and kindergarten ages, while nurseries, kindergartens and ri (county town, district and dong) offices came to keep the diaries for the supply of dairy products and city and county goods supply agencies for nurseries and kindergartens the registers for the supply of dairy products, lest even a single child be omitted.
In addition, the dairy products supply rooms were put up in a hygienic way even at ri (county town, district and dong) offices and a system and order were established, whereby such rooms are set up in relevant units to supply dairy products to all the children of nursery and kindergarten ages who leave their place of residence for various reasons.
Under the loving care of the Workers' Party of Korea, all the children at nurseries and kindergartens across the country are also supplied with such nutritious foods as powdered kelp and bone in addition to dairy products which are supplied regularly.
Thanks to the motherly love of the Party, marked changes have taken place in the growth of children every year.
After the enforcement of the Party's childcare policy, children's nutriture evaluation indexes were selected and surveyed by age and in the nutritional aspect. The survey showed that children aged 3-6 years grew in height and weight and that the proportion of smaller children according to ages and that of children who suffered from such diseases as diarrhoea, cold and bronchitis decreased. And a survey of children's state of growth revealed that the immunity of children was increasing generally and the state of nutrition of rural children was improving day by day.
Such successes are a precious fruition of the wise guidance of the respected General Secretary who set forth the best childcare policy in the world and has carefully led its implementation.
The reality in which bright smile and happiness are brought to all the children across the country and their beautiful dreams and future are defended and realized is a proud picture that can be found only under the socialist system of the DPRK.
