In late July 2024, unprecedented heavy rain struck the Amnok River basin in the northern part of Korea, causing flood damage to North Phyongan Province and some other areas of the DPRK. Therefore, many people in those areas fell victim to floods.
Flood victims are those who suffer physical or property damage from such natural disasters as typhoons or floods.
The world sustains enormous socio-economic damage from natural disasters like floods and typhoons every year. And it is the everyday reality that disaster victims sharply increase in number in any country, including flood victims who are left homeless. The problem of ever-increasing disaster victims is growing into a critical social issue in many countries. What is usually found in flood victims is only tears of grudge against nature and pessimism about life. In fact, joy or happiness can never be found in them.
In the DPRK, however, flood victims are crying not over their misfortune but over the honour and affection bestowed on themselves.
Although many people fell victim to floods in North Phyongan Province and some other areas of the country in July 2024, they were not struck by misfortune but were bestowed great honour and warm affection of the Party and the government.
It is an invariable lifelong wish of every Korean to meet General Secretary
The moments came to the homeless flood victims when their wishes came true.
When the flood damage occurred, the respected Comrade
He repeatedly requested that every victim is rescued without fail, worrying lest he should lose even one of his precious people. And he left the airfield only after he had seen off the last one getting off the helicopter and getting on a bus despite the flood water rising up every moment as if to swallow everything.
Like this, the flood victims had the honour of seeing the General Secretary for the first time at such a critical juncture. But it was not their last chance.
The flood victims of Uiju County of North Phyongan Province had another chance to meet him on August 8 and 9. At the meeting, he made the following comforting remarks: Though the whole country has turned out to sincerely help you, for the present I cannot but feel anxious and impatient as I am unable to remove all the inconveniences you are experiencing in the damp tents and poorly-furnished public facilities. What I would like to mention first here is that the Central Committee of our Party and the government of our Republic will always share with you your pains caused by the disaster.
He then made public such important measures as to put into operation an emergency system whereby during the restoration work all the students and other children of the afflicted families in North Phyongan, Jagang and Ryanggang provinces are brought to Pyongyang to be provided with care and education in a safe and convenient environment entirely at state expense, and to offer state-sponsored protective benefits to the old and sick, honoured disabled ex-soldiers and nursing mothers in Pyongyang before new houses are built in the flood-stricken areas.
According to the crucial measures taken by the Party and the government, more than 13 000 flood victims came to the capital city of Pyongyang.
They had never dreamed that the General Secretary would personally receive them with open arms and deliver a welcome address full of affection on the day of their arrival in Pyongyang.
Saying that it was an impressive and happy day and our Party and government were most proud of such days, he consoled them again and took preferential measures for them.
The flood victims fulfilled their lifelong dreams and wishes in the hardest time of flood damage.
It was an undeserved great honor for them to have satisfied their desire to meet the General Secretary even only once, but he kept giving them special affection before any others.
The Party and the government have given the children and the students from the afflicted areas various kinds of gifts including school uniforms, stationery, satchels and shoes, provided temporary study space for them and organized mobile educational teams involving teachers and kindergartners of primary and middle schools and preschool educational institutions in Pyongyang to establish an uninterrupted educational system after vacation.
And mobile medical teams have been organized to take full charge of the study of students, patient treatment and elderly care.
The flood victims are now spending happy days at facilities furnished with every favorable condition for living. Children are supplied with dairy products reflecting the love of the Party every day, special services are offered to the flood victims at barber shops and beauty salons and superb foods are served for them with all sincerity at every mealtime.
Thanks to the benevolent measures of the Party and the government to make all flood victims spend memorable days in Pyongyang more significantly and pleasantly, they had a good time at the Munsu and Rungna water parks, Chongnyu and Changgwang health complexes and other service facilities, while leading a happy life every day.
Who would call them flood victims?
They don't cry over their misfortune, but are determined to repay the great favor shedding tears of gratitude for the honor and affection they were given.
A woman from Songgan County, Jagang Province, said in reflection of the mind of all flood victims:
"When I return home from the dear capital city of Pyongyang, I will live as a patriot devoting all my sweat and passion to the prosperity of the country, keeping in mind the warm affection of Marshal
Such honor and affection are not for only the flood victims.
They are truly for every member of the great harmonious family of the DPRK upholding the General Secretary as their father.
At present, the cheers of hurrah for the Workers' Party and songs in praise of the socialist motherland are resounding from the windows of all households of the country as well as those of lodgings of the flood victims.
