One September day in 1968 when golden ears of grain were swaying on the fields of vast Yoltusamcholli Plain, he visited Changdong village in Sukchon County of South Phyongan Province. He shook hands with each of the officials who received him, and headed for the construction site of dwelling houses of the farm without relieving his fatigue from the long journey.
Looking round several places of the construction site, he learned in detail about the progress of housing construction. Then, he went in the entrance of a newly-built apartment house, saying he wanted to see how farmers were living.
At a farmer's house, he was very satisfied with the fact that its internal structure was convenient for the living of farmers and it was well furnished with various household items.
On his way to the kitchen after looking round a room, he worriedly asked why didn't they set up the water pipe.
An accompanying official apologetically said to him that they had regarded drawing water from wells in the countryside, unlike in cities, as a natural thing and water service in the countryside as a future project and therefore put it off.
Looking at the guilt-ridden official, the President kindly told him: one of the major tasks to be fulfilled in the countryside at present was to reduce the distinctions in the standard of living between towns and countryside and between residents; providing rural areas with a water supply system was one of measures to this end.
That day he gave detailed instructions on all the matters of the farm, including those arising in the construction of dwelling houses and the introduction of water service and solved all the problems before leaving the village.
