The Idea of Organizing Self-Governing Bodies in the Liberated Areas after Initiating the Final Attack Operation for the National Liberation Clarified by President Kim Il Sung

President Kim Il Sung put forth the idea of organizing self-governing bodies in the liberated areas after initiating the final attack operations for the national liberation in his speech "On Some Tasks to Be Carried Out Immediately in the Liberated Areas after the Launch of the Final Offensive Operations" delivered in the conference of political cadres of Korean People's Revolutionary Army held in the northern camp of the Far East Training Base early in July, 1945.

President Kim Il Sung said:

"First of all, self-governing bodies should be organized in the liberated areas as soon as possible."

He, first of all, clarified the necessities of organizing self-government bodies as soon as possible after initiating the final attack operations.

The necessity is first to prevent the possible social and political confusion and disorder and ensure the stability in the liberated areas after initiating the final attack operations.

If there are no self-governing bodies which can exercise administrative power, there will be a anarchical state, and social confusion and disorder will be caused, and reactionaries and criminals will maneuver, taking advantage of it.

The necessity is also to build a new society where people will be the master of the country in the liberated motherland in the future.

It is a revolutionary task of Korean revolutionaries to liberate the country and build a new society where there are no exploitation and oppression and which ensures that working people enjoy true democratic freedom and happy life.

In order to build a country of the people which safeguards interests of people and gives them true life, a government body with a unified organization system and authority which represents opinions and interests of Korean people should be organized in the way of organizing local governing bodies in local areas and consolidating and developing them.

President Kim Il Sung then identified the task and duty of local governing bodies.

To be successful in organizing and operating local governing bodies, the task and duty of local governing bodies should be defined properly.

President Kim Il Sung clarified that the task and duty of local governing bodies is first to exercise the administrative power and eliminate the old colonial ruling system and order of Japanese imperialists, and second to deal with social chaos and stabilize the life of people, and third to defend the life and properties of the country and people and lay the foundation for building a powerful sovereign and independent state.

He also clarified how to organize and operate the local governing bodies properly.

In order to finish the organization of local governing bodies in a short time, broad masses of people should turn out in this struggle.

And then, the bodies should admit able and responsible cadres and apply the experience of building a people's revolutionary government established in East Manchuria guerrilla zones during the anti-Japanese armed struggle.

The bodies should admit people who are meritorious in the anti-Japanese struggle, enjoy a high reputation among the local people and have a political sense. And its constitution should be able to represent opinions and interests of people from every stratum.

In addition, the cadres should be led to work devotedly for people with proper methods and styles of work.

Like this, President Kim Il Sung put forth the idea of organizing self-governing bodies in the liberated areas after initiating the final attack operations for the national liberation, thus creating the invaluable guiding principle of being successful in building authorities in the liberated area.
