All-People Discussion on Draft Constitution

78 years have passed since the DPRK declared its birth as an independent sovereign state with its own first constitution.

The immortal exploits and great efforts of President Kim Il Sung who put his heart and soul into making the first constitution in the DPRK's history the Juche-oriented one with the requirements of the Korean revolution and the aspirations of the Korean people, are always kept in the hearts of all the Korean people as the lapse of time.

Chairman Kim Jong Il said:

"With a keen insight into the situation that prevailed in our country after its liberation and the mature requirements of the developing revolution, the great leader Comrade Kim Il Sung wisely led the work of enacting and enforcing a democratic constitution."

One day in early February 1948, he called to his office the officials who were responsible for the constitution-drafting to inform them that in the forthcoming people's meeting the issue of bringing the draft constitution to all-people discussion would be decided, instead of adopting the constitution.

The officials were really surprised as the draft constitution was the fruit of his detailed instructions and guidance, so they thought the only remaining work was to adopt and promulgate it as a constitution at the meeting.

Smiling at them, the President said; all-people discussion on draft constitution is an affair that can be conducted only in the genuine people's country like ours where the working masses become the masters of the national sovereignty and society, and it will demonstrate the popular and democratic character of our national sovereignty, social system and constitution to the whole world; and it will serve as an excellent occasion for the Korean people to take an active part in the political affairs of the country and fully reflect the desire and will of the popular masses in our constitution.

It was not only an unprecedentedly great political work planned and initiated only by the President who devoted all his life to the freedom and happiness of the people and to the prosperity of the country but also a historic work that could be done only in the new democratic Korea led by him.

The draft constitution of the DPRK, made under the wise leadership of the President, was absolutely supported and approved by the entire Korean people and the Constitution of the DPRK, the first genuine people's constitution in human history, came into being.
