In 1977, the people of Hwanggumpyong in the northwestern part of the country suffered a great drought unprecedented in the past; they didn't have even a drop of rain from the early spring, and the water level of the Amnok River fell so that the salty water of the Korean West Sea came up towards vicinity of Sinuiju through the island.
The fields in Hwanggumpyong were getting dry with clouds of dust while in the mainland the work of transplanting humus-cakes with maize seedlings and planting young rice plants was coming near completion.
Then some officials and farmers there, sighing for the drought, suggested planting other crops instead of rice, not finding the way to water.
At that time the President said that the people of Hwanggumpyong were suffering from water, so the sluices of Lake Suphung should be opened even though the condition of electricity production was a bit unfavorable.
The water level of the Amnok River had been lowered and there was not much water in Lake Suphung. For these reasons it was no easy to open the sluices of the Suphung Power Station, the important electricity producer in the country. He also knew that a drop of water was precious in such a long drought for a hydroelectric power station.
It was indeed a great care that only the President could provide, and the courage he could take.
Hundred years had passed since the birth of Hwanggumpyong and it had numerous severe droughts in those days, but no one noticed the suffering of the people when they had no country.
On the fourth day the Amnok River started suddenly swelling and the green water pushed the salty water away and wound its way around the island. Then not only old people but also young people and children threw themselves into the river without caring about their clothes being wet, raised their hands up in the water and shouted ‘hurrah' in high esteem.
That year, the people there yielded more than 1-ton rice per jongbo (2.451 acres) than the previous year. Hearing the report, the President was very satisfied and praised them of their having farmed well despite suffering from water.
The people of Hwanggumpyong were deeply moved to tears, looking up to the President who bestowed such great benevolence on them for rich harvest and highly praised them for doing their work well.
