Innovative and valuable entities symbolizing a new era of national prosperity are being created one after another all over the country thanks to the outstanding idea and seasoned leadership of the Workers' Party of Korea which leads the Korean revolution to victory under the uplifted banner of the people-first principle. The task for the first year in implementing the Party´s "regional development 20×10 policy" for the rapid improvement of the material and cultural life of the people in provincial areas has been successfully carried out, with the result that dozens of modern regional industrial factories have been built in 20 cities and counties throughout the country.
In the important speech made at the inauguration ceremony of the regional-industry factory in Songchon County on December 20, 2024, the respected Comrade
"With the start of the new year to come, scores of regional-industry factories will be inaugurated simultaneously in nearly 20 cities and counties throughout the country, as here in Songchon County.
This inspiring reality means that the task for the first year in implementing our Party's regional development policy, a revolutionary line which it proactively studied and has pushed ahead with to transform the living environment of the regional people, will be carried out."
For our Party, developing a regional economy and improving the living standards of the regional people is an urgent issue that can neither be postponed nor neglected any longer.
It is an immutable principle of the respected General Secretary that there shouldn't be a backward area in living conditions of the people in the territory of the DPRK, and that make it sure that difference in regional, geographical, economic conditions and resource availabilities won't be an excuse.
Only when regional industry is updated as soon as possible and all cities and counties are built into civilized and wealthy places where their characteristics are condensed and their images are distinct, can the whole area of the country be changed and, furthermore, the overall development of Korean-style socialist system be accelerated.
According to this realistic demand, the respected General Secretary made a conclusion that with such a passive attitude, no development can be made in people's lives and regional economy. Based on this, he formulated a grand blueprint for making a leap forward in the material and cultural standards of the regional people on a nationwide scale in a short period of time, and named this policy "regional development 20×10 policy" in his policy speech titled "On the Immediate Tasks for the Prosperity and Development of Our Republic and the Promotion of the Wellbeing of Our People" delivered at the 10th Session of the 14th Supreme People's Assembly of the DPRK on January 15, 2024. He also clarified proper measures in his concluding speech titled, "On Strongly Propelling the Party's ‘regional development 20×10 policy'", delivered at the 19th Enlarged Meeting of the Political Bureau of the 8th Central Committee of the Workers' Party of Korea on January 24, 2024, Speech at the inaugural ceremony of the regional-industry factory in Songchon County on February 28, 2024, on the occasion of the first commencement in implementing the "regional development 20×10 policy", and in his speech titled, "Let Us Make Redoubled Efforts for the Prosperity of Our Great State", on September 9, 2024, and on the occasion of the 76th anniversary of the founding of the DPRK.
The "regional development 20×10 policy" advanced by the respected General Secretary is, in essence, the policy of building regional-industry factories in 20 counties every year above the level of those in Kimhwa County, and implementing it in a determined way, so as to modernize all regional-industry factories in the cities and counties within ten years and bring about a leap forward in the basic material and cultural standards of living throughout the whole country.
He set forth a new milestone for local development and at the 19th enlarged meeting of the Political Bureau of the 8th Central Committee of the WPK held from Jan. 23 to 24, 2024, he issued an order "On Mobilizing the People's Army Units in the Struggle to Implement the Decision of the 19th Enlarged Meeting of the Political Bureau of the 8th Central Committee of the WPK on Bringing About a Revolution in Local Industry", forming a powerful building force for the development of regional industry.
