It is the unanimous desire of all parents to healthily bring up children, especially infants. Every parent feels happiness and pride while seeing their children growing up healthily and finds their pleasure in taking pains for the good health of their children, however hard it may be.
Today all the children in the DPRK are regularly supplied with quality dairy products at state expense. All of them across the country, irrespective of the capital, the provinces, cities and rural areas, are supplied with dairy products all the year round, including on holidays and rest days and, therefore, not only children but also their parents and all other people of the country are filled with pleasure and gratitude.
The dairy products, making millions of children of the country happy and all the adults filled with gratitude, are associated with the tireless devotion and efforts of General Secretary
The issue of supplying all the children with nutritious foodstuffs including dairy products was discussed at the historic Third Plenary Meeting of the Eighth Central Committee of the Workers' Party of Korea in June 2021.
At the plenary meeting, the General Secretary referred to the need to establish as the Party's policy the supply of dairy products and other nutritious foods to children across the country and set forth detailed tasks and ways for its implementation. And he earnestly requested all the officials to pay special attention to providing the children at nurseries and kindergartens with good foods with the mind of their parents and to make a tangible contribution to implementing the Party's childcare policy, thus proving their loyalty to the Party, the revolution, the country and the people.
True to the decisions of the plenary meeting of the Central Committee of the WPK, dynamic activities were conducted to lay the material and technical foundations for producing dairy products in Pyongyang and the provinces.
At dawn of September 15 2021, the General Secretary phoned a senior official of the Pyongyang Municipal Party Committee.
Saying that he had just mixed the powdered milk produced in Pyongyang Municipality with water and tasted it on trial but it failed to have the taste and colour peculiar to milk, the General Secretary pointed out the shortcomings of the powdered milk in terms of quality one by one. He referred to the need for officials in the field of food industry and other relevant sectors to study the shortcomings and earnestly told the senior official to get the members of the executive committee of the Pyongyang Municipal Party Committee to try the milk.
After a little while, the General Secretary phoned the senior official again.
Still feeling anxious, he told him about the state of the solution of the powdered milk, detailed the technical problems arising in the production of milk powder one by one and asked him to make the powder perfectly without any shortcomings as it was for our children.
It was twenty past four at that time. When feeding their children, mothers try the food first lest it should be too hot and to see whether it was seasoned properly. With the mind of the true parents of all the children of the country, the General Secretary tasted the trial product of milk powder and gave detailed instructions on its shortcomings and ways of correcting them.
Under his repeated guidance over the production of powdered milk, Pyongyang Municipality succeeded in producing standard milk powder to be supplied to the children in a short span of time.
As he regards having millions of children as a blessing of the Workers' Party of Korea and the great pains taken to bring up the children as the greatest happiness, the General Secretary initiated the adoption of a law for institutionally guaranteeing the Party's childcare policy and gave detailed guidance for that.
Thanks to his noble love for the younger generation, the DPRK adopted the law on childcare at the Sixth Session of the 14th Supreme People's Assembly in February 2022.
The mission of the law is to make a contribution to thoroughly implementing the state policy of childcare by establishing a strict system and order in the production and supply of nutritious foods for children and the provision of conditions for the upbringing of them. The law stipulates that a well-regulated system of producing and supplying nutritious foods for children shall be established and that all the children shall be provided with nutritious foodstuffs including dairy products regularly free of charge.
It defines childcare as a nationwide and society-wide undertaking and the upbringing of children at state and public expense as an important communist policy and therefore it is the only law of love for younger generations that can be born only in the DPRK.
With the adoption of the law, a dynamic campaign was conducted across the country in earnest to regularly supply nutritious foods including milk products to children and provide them with good conditions for growth.
The WPK which takes great loving care of children under any conditions and circumstances provided them with the benefits especially during the top-level emergency anti-epidemic period in 2022.
Provinces, cities and counties pushed ahead with the construction, capacity expansion and renovation of dairy and goat farms equipped with milk and feed processing shops with a large capacity, with the result that the number of cows and goats and the milk output increased considerably as compared to the same period of 2021. Dairy producers and supply units were provided with necessary facilities such as vehicles, refrigeration and storage facilities and containers for delivery and children came to be regularly supplied with fresh milk products whose hygienic safety is guaranteed. In those days when the situation was serious at every moment for the anti-epidemic war without gunfire, the issue of the supply of baby formula and rice powder was discussed as an important matter and they were supplied throughout country.
Thanks to the General Secretary's sheer determination to carry out the undertaking for children without fail, even though other work may be skipped, and his sense of mission to provide children with greatest happiness even by concentrating all wealth of the country, a new history was made in which milk products and other nutritious foods are provided to children on a regular basis free of charge and they were continued to be supplied invariably even in extremely difficult circumstances.
This was a measure of great love taken on a top priority basis in the DPRK at the time when every penny was precious for the gigantic undertaking for the overall development of socialism. And it is the true image of the DPRK which offers a sharp contrast to the miserable reality of other countries around the world where children are afflicted with hunger and diseases and fall prey to ceaseless wars and disputes and thereby lead a refugee life without home together with adults at the age when they should go to school and frolic around.
This reflects the invariable will of the WPK to bring into full bloom the bright smile of children and make their beautiful dreams come true with warmer and more ardent love in the face of manifold ordeals.
Through the fact, the Korean people keenly feel with all their heart the noble outlook of the peerlessly great man on the rising generations that the loss suffered by the state for them is not a loss and that the future of the country will be bright when more work is done for them.
All the people of the DPRK are convinced of the future of the country which will prosper forever, filled with the gratitude to the respected General Secretary who shows noble love for the younger generations on this land putting his heart and soul into the good of them.
