"By bolstering regional industries across the country, we should usher in a new era in which regions are transformed and develop by themselves."
So far, the backwardness of the regions compared to the capital has become a universal and natural reality in any country.
But the respected General Secretary has paid attention to the life of the people across the country and set it as a historic task to wipe out the age-old backwardness of the local areas, no matter how formidable and difficult it may be, and wisely leads the struggle for its realization.
First of all, the respected Comrade
In his important policy speech "On the Immediate Tasks for the Prosperity and Development of Our Republic and the Promotion of the Wellbeing of Our People" delivered at the 10th Session of the 14th Supreme People's Assembly of the DPRK on January 15, 2024, the respected General Secretary said that the Party should take up the construction of modern regional-industry factories in twenty counties every year with its top-level policy tasks, and carry them out in every way and thus make every step of the improvement of the elementary material and cultural standard of living of all cities and counties across the country, in other words, the people across the country within 10 years, and named this policy "Regional Development 20×10 Policy".
This is a great change, different from the one we have spoken of, and a gigantic revolution to remove the age-old backwardness of the region, to satisfy the desire of the regional people and to bring about a change in the people's realm of their consciousness.
The respected General Secretary, at the 19th enlarged meeting of the Political Bureau of the 8th Central Committee of the Workers' Party of Korea held on January 23 and 24, 2024, gave detailed instructions to take into full account the economic and technical problems for implementing the Regional Development 20×10 Policy and to make this important matter aimed at good fruition of building regional-industry factories in two counties of each province every year, under which circumstances we should give consideration to the issue of properly defining the order of the counties on the principle of ensuring the planning, concentration and prospectivity, the one of guarding against uniformity and setting the production indices in conformity with the economic potentialities, specialties, regional sizes and populations of the relevant cities and counties, the one of training technicians and skilled workers necessary for the operation of the factories in a far-sighted way, and the one of organizing construction forces and establishing a well-regulated work system.
And also at a consultative meeting for local economic development held on the seashore in Sinpho City, South Hamgyong Province on July 15, 2024, he analyzed the economic potential of the seas and the importance and significance of their effective exploitation and use of their resources by the coastal cities and counties in successfully bringing about the epochal change for the regional development, and set forth practical tasks and ways to this end.
The respected General Secretary, while guiding the consultative meeting on regional development work on August 31, 2024, said that our Party's policy on regional development in the new era should not be confined to the construction of regional-industry factories but should be a comprehensive policy of public health, science and education, so that it can truly contribute to the improvement of the material and cultural life of the local people and radically improve the efficiency of regional development, clarifying all the principles to be adhered to in building advanced city and county hospitals, sci-tech learning bases and grain management facilities.
The enlarged meeting of the 11th Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea held in December 2024, formally included in the Party's new policy of regional development the construction of advanced public health facilities, scientific, educational and leisure facilities and grain management facilities additionally in parallel with that of regional-industry factories to surely provide a firm basis for regional development and open up a dynamic phase in which cities and counties can simultaneously undergo a change and rejuvenation.
Thus, thanks to the conclusions at several meetings made by the respected General Secretary and the instructions he personally visited the construction sites of the regional-industry factories to give, the correct policy of the WPK on regional development and correct methodology were clearly clarified.
Next, the respected Comrade
Today, the DPRK is making strenuous efforts to bolster up its national power and bring about innovations in various fields, overcoming all the difficulties and hardships facing all-round socialist construction more severely than ever before.
In this situation, it is a bold decision to wage another gigantic work to open up a new phase of development of local industry on a nationwide scale in parallel with the large-scale construction of houses in progress.
The implementation of the policy for regional development in the new era is a very difficult and costly undertaking that requires huge construction projects ranging from foodstuff factories, clothes factories and daily necessities factories badly needed for the people's livelihood to advanced public health facilities, multi-functional cultural complexes and grain management facilities in every city and county across the country without fail.
But the respected General Secretary set it as the nature and duty of the WPK to give top priority to and absolutize the people's will, demand, interests and convenience, and led them to make the policy of regional development tenaciously and meticulously with the utmost care and labour, making every effort.
From the first period of the work to implement the regional development policy of the new era, the respected General Secretary personally guided the construction of regional-industry factories in various cities and counties and led the construction of industrial facilities in the provinces to be fully realized in all processes from design to construction in practical and modern way and to be built in conformity with the demand and will of the people.
While giving on-site guidance to local industrial factories in Hamju County of South Hamgyong Province, Jaeryong County of South Hwanghae Province, Songchon County of South Phyongan Province, Sinpho City of South Hamgyong Province, cities and counties of North Phyongan Province and other cities and counties across the country, the respected General Secretary pointed out the deviations revealed in the construction process and ensured that the convenience supply was put first in the process so as to ensure the convenience of the people in their living at the highest level, and the quality of all the buildings was improved to the maximum in line with the requirements of design and construction law.
The Korean people directed every effort to ensuring perfect quality of construction with an extraordinary sense of responsibility and conscience in implementing the policy of regional development set forth by the respected General Secretary. As a result, they built new factories, the first creations in the efforts for regional rejuvenation, commensurate with the level of new era.
Meanwhile, a modern offshore farm, a new model of offshore farming, was built in the city of Sinpho, South Hamgyong Province, creating excellent experience for the coastal cities and counties to live on with their own efforts.
Steadfast is the determination and will of the respected General Secretary to radically change the living environment of the people across the country in the near future and build the DPRK into the ideal socialist country which the world look enviously at and the socialist paradise where all the people live in peace and harmony with nothing to envy in the world.
The historic cause of local prosperity will surely be accomplished in the near future thanks to the policy for regional development of the most popular and revolutionary WPK which runs through the warm love for the people and thoroughly embodies the people-first principle.
