On September 22 1970, when the progress of the construction project was hindered due to a heated debate as to whether its construction method would be either framework style or slip form, he repeatedly stressed the need to push forward with the construction of Building No. 2 by the slip form, a Korean-style construction method which would be able to ensure the solidity of the structure and the speed of construction.
As a result, the main framework construction, which might have taken over seven or eight years according to the previous design, was completed in a matter of three months.
When different opinions were voiced as to the total number of floors and height of the building at the final stage of the construction, he personally came out to the construction site to learn about the raised issues and solved the knotty problems.
After he learned that the building was 68 m high and 72.9 m wide at that time, he said that it was still low as against the width and that it was not good if it is too high because if Building No. 2 was too high, the main building would look flat although it should be highlighted.
He noted that if Building No. 2 would have 18 main floors plus garret floor, the height-to-width ratio would be reasonable and added that it would be discussed again after it was built to the 18th floor.
That day he encouraged the builders to build it to the 18th floor as soon as possible. And saying that there was nothing to spare for the construction of the university, he saw that the window frames were made well from aluminium.
After being reported that Building No. 2 was built up to the 18th floor in ten or so days, he came to the construction site again on May 15 1971 to fix its height and the total number of its floors on the spot. He went from the then Ryonghung Bridge to several points of the road towards Sunan to estimate the height of Building 2 and said that it should be built up to the 22nd floor as was designed and spent a long time on his field inspection even by leaving important affairs behind.
Thanks to his repeated field guidance and under his meticulous care, Building 2 was later constructed at high speed up to the 22nd floor except the garret floor.
On May 29 1971, he visited the construction site for the third time and said that it was a good thing to build the Building 2 as was originally designed. And he gave detailed instructions in terms of lift installation in the building, the orientation of the clearing of its surroundings and the setup of a central heating in the Building No. 2 as well as in the main building, library and dormitory.
